Bajrang Dal: This party was formed on 1 October 1984 in Uttar Pradesh. नगर निगम तथा पठानकोट पुलिस की निगाह में नवनिर्मित जालंधर बाईपास चक्की पुल और ¨सबल चौक तक का हाईवे अनफिट है। पांच किलोमीटर लंबे इस हाईवे का निर्माण हाल ही में हुआ है और इसे अब अंतिम रूप दिया जा रहा है। सोमवार को इस निर्माण के मद्देनजर नगर निगम के मेयर अनिल वासुदेवा और उनके सहयोगी तकनीकी अधिकारियों की जिला पुलिस के ट्रैफिक डीएसपी गुरदीप ¨सह बुट्टर के बीच मी¨टग हुई तो निष्कर्ष निकला कि इस रोड का निर्माण सही तरीके से नहीं हुआ है। नगर निगम दफ्तर में हुई बैठक के दौरान ट्रैफिक डीएसपी गुरदीप ¨सह बुट्टर तथा इंस्पेक्टर दलबीर ¨सह ने अपनी स्टडी रिपोर्ट रखते हुए कहा कि पूरा हाईवे फुटपाथ विहीन है। सारे का सारा हाईवे तिरछा है। आवागमन के दौरान आम लोगों को हादसों का शिकार होना पड़ सकता है। पुलिस ने अपनी रिपोर्ट में स्पष्ट किया कि पूरे हाईवे में जगह-जगह कट रखे गए हैं। यह कट एक्सीडेंट का कारण बनेंगे। पुलिस विभाग से प्राप्त इनपुट के आधार पर नगर निगम के मेयर अनिल वासुदेवा ने सेंट्रल पीडब्ल्यूडी के एक्सईएन तरसेम ¨सह से बात करके उन्हें इन आपत्तियों से अवगत करवाया। मेयर ने कहा कि अभी रोड को अंतिम रूप दिया जा रहा है। उन्होंने कहा कि चूंकि निमार्ण की गलती पकड़ ली गई है अतएव इसे तुरंत दूर कर दिया जाना चाहिए। एक्सईएन ने कहा कि वह किसी काम से पठानकोट से बाहर हैं। इन सभी आशंकाओं पर विचार मंगलवार को कर लिया जाए। अब इस मसले पर मंगलवार की सुबह ग्यारह बजे मी¨टग होगी।

नोटबंदी के कारण भले ही आम जनता को भारी परेशानियों का सामना करना पड़ रहा हो, लेकिन सरकारी कार्यालयों के इस समय वारे-न्यारे हैं। कारण सरकारी कार्यालयों में अभी पांच सौ और हजार के नोट लगने की वजह से लोग इन पैसों को अपने टैक्स व बकाया के रूप में देकर जहां अपनी देनदारियों को खत्म कर रहे हैं, वहीं घरों में पड़े पुराने नोटों को इस्तेमाल कर सकुन प्राप्त कर रहे हैं। पिछले बीस दिनों की बात करें तो राज्य सरकार के सभी सरकारी विभागों की बल्ले-बल्ले हो गई है। बात पावरकॉम व निगम की बात करें तो जहां उनके खाते में दुगना राजस्व आया है, वहीं पिछले पच्चीस दिनों के भीतर निगम के खाते में भी दो करोड़ से अधिक रेवेन्यू आया है। विभागों के खाते में राशि दुगना होने के कारण जहां उन्होंने आने वाले दिनों में इन पैसों से कई रुके हुए प्रोजेक्टों को गति देने की बात कही है, वहीं विभाग भी अपनी देनदारियों को खत्म करने की योजनाएं बना रहा है।
किस ब्रांच से कितना आया रेवेन्यू
नगर निगम की लेखा ब्रांच के अनुसार नंवबर में कुल 2 करोड़ 28 लाख से अधिक का रेवेन्यू प्राप्त हुआ है। 8 से 30 नवंबर तक वाटर सप्लाई ब्रांच ने 5.43 लाख, सीवरेज ब्रांच ने 5.31, बिल्डिंग ब्रांच ने 2.7 लाख, रेंट ब्रांच ने 4.86 लाख, प्रॉपर्टी टैक्स 16.35 लाख, विज्ञापन से 16 लाख व वैट से 1 करोड़ 61 लाख का रेवेन्यू आया है।
ब्रांचों ने बकाया भी किया प्राप्त
निगम कर्मचारियों का कहना है कि प्राप्त हुए कुल रेवेन्यू में लगभग सभी ब्रांचों ने काफी हद तक अपना बकाया भी रिकवर किया है। सूत्रों की माने तो वाटर सप्लाई ¨वग ने 6.45, सीवरेज ¨वग ने 5.44, प्रॉपर्टी टैक्स ने 6 लाख, हाउस टैक्स ब्रांच ने 82 हजार, बिल्डिंग ब्रांच ने 2 लाख, रेंट ब्रांच ने 94 हजार की रिकवरी प्राप्त की है। सूत्रों का कहना है कि जब तक सरकार पांच सौ और हजार रुपये का नोट सरकारी कार्यालयों में जारी रखती है तब तक उनके अलावा अन्य सरकारी कार्यालयों का बजट दुगना होगा।
पावरकॉम के एक्सईन जसविन्द्र पाल का कहना है कि अभी तक कुल रेवेन्यू की लिस्ट तैयार नहीं हुई है, लेकिन इतना जरूर है कि पिछले माह की जगह इस महीने उनके अधीन आती सभी सब डिवीजनों में दुगना रेवेन्यू आया है।
उधर, मेयर अनिल वासुदेवा का कहना था कि इन पैसों से जहां शहर में रुके विकास कार्यों में गति आएगी, वहीं सरकार से और फंड की मांग कर निगम का हिस्सा बने रूरल एरिया में भी विकास करवाए जाएंगे। उन्होंने कहा कि शहर में विकास कार्य करवाने के लिए निगम के पास केवल टैक्स ही एक मात्र सोर्स होता है। सभी शहरवासी अच्छे शहरी होने का सबूत देते हुए अपने सभी प्रकार के टैक्स समय पर जमा करवाएं, ताकि निगम आने वाले समय में शहर के अंदर और विकास करवा सके।

यही नहीं सरकारी होटलों में नवविवाहित जोड़ों के लिए कैंडल डिनर और डांस का प्रबंध भी रहेगा। इसकी पुष्टि पठानकोट सिटी रेलवे स्टेशन के पास बने हिमाचल प्रदेश टूरिस्ट इंफॉरमेशन आफिस में तैनात सूचना अधिकारी अंतरिक्ष डोगरा ने दी। डोगरा ने बताया कि हिमाचल सरकार की ओर से प्रदेश में टूरिस्ट को आकर्षित करने के लिए स्पैशल पैकेज देने की योजना तैयार की है। उनका कहना है सरकारी होटल रेस्टोरेंटों में सैलानियों की संख्या में सीजन के मुताबिक कम होती जा रही है। प्रदेश में हिमाचल टूरिज्म के 59 होटल 63 रेस्टोरेंट्स हैं। इस बार विंटर सीजन 25 दिसंबर से 15 जनवरी तक चलेगा। इस सीजन में हिमाचल प्रदेश में नव वर्ष मनाने आने वाले नवविवाहित जोड़ों अन्य सैलानियों से उनकी राय भी जानी जाएगी।

इसके साथ ही देवभूमि आने वाले सैलानियों को एक किताब और संबंधित जिले का नक्शा भी मुहैया कराया जाएगा, ताकि सैलानियों को अपने पसंदीदा पर्यटन स्थल की पूरी जानकारी मिल सके।

चक्की दरिया के आर-पार पड़ते देहाती क्षेत्र के 36 गांवों में दो कार्यक्रम आयोजित किए गए। गांव नौशिहरा नलबंदा और फुल्लडा में आयोजित इन कार्यक्रम के दौरान 173 नए ट्यूबवेल कनेक्शन वितरित किए गए। कार्यक्रम की अध्यक्षता ब्लॉक समिति चेयरपर्सन राकेश कुमारी और देहाती प्रधान न¨रद्र ¨सह ने संयुक्त तौर पर की। जबकि ट्यूबवेल कनेक्शन अदा करने की रस्म मुख्य अतिथि विधायक अश्विनी शर्मा ने अदा की। इस मौके पर विधायक अश्विनी शर्मा ने कहा कि अकाली-भाजपा सरकार किसान हितैषी सरकार है। जो सदैव किसानों की समस्याओं के समाधान हेतु तत्परता से जुटी है। उन्होंने कहा कि इस श्रृंखला में किसानों को गांव नौशिहरा में 12 पंचायतों के किसानों को 50 तथा फुल्लडा में 24 पंचायतों के किसानों को 123 ट्यूबवेल कनेक्शन चेयरमैन कोटे से प्रदान किए हैं। जबकि इससे पहले दोनों क्षेत्रों को 95 कनेक्शन दिए जा चुके हैं। जिला शिकायत निवारण कमेटी सदस्य कृष्ण गोपाल शर्मा ने कहा कि विधायक शर्मा ने पहले ग्रामीण क्षेत्र में किसान भवन और अब 218 ट्यूबवेल कनेक्शन देकर किसानों की समस्याओं का समाधान किया है। इस मौके पर ठाकुर सुभाष ¨सह, ठाकुर प्रवीण ¨सह, जसबंत सैनी, सुख¨जद्र ¨सह, संसार ¨सह, रेखा शर्मा, विजय कुमार, बलवीर ¨सह, अमरीक ¨सह, फतेह ¨सह, टोनी, प्रदीप कुमार, राम शर्मा, सुरजीत ¨सह, पवन कुमार, अरसा देवी समेत आदि उपस्थित थे।

पेंडू बस सर्विस पठानकोट डिपो में शामिल हुई

राज्य सरकार की ओर से पेंडू क्षेत्र में सरकारी बस सेवा शुरू किए जाने के उद्देश्य से सभी डिपो को किलोमीटर स्कीम के तहत मिड्डी बसें मुहैया करवा दी गई हैं। शुक्रवार को पठानकोट डिपो में भी दो मिड्डी बसें पहुंच गई हैं, जबकि अगले सप्ताह दो और बसें आ जाएंगी। हालांकि डिपो की ओर से छह बसों की मांग की गई थी, लेकिन पहले फेज में विभाग ने चार बसें दी हैं। उम्मीद है कि शेष दो बसें इसी माह के अंत तक डिपो को मिल जाएंगी। बसों को किस रूट पर भेजना है, उसकी तैयारी शुरू हो गई है। मंगलवार तक बसों को रूट पर भेज दिया जाएगा। इस बात की पुष्टि पंजाब रोडवेज पठानकोट डिपो के जनरल मैनेजर सरदार मक्खन ¨सह ने की है। नई बस सेवा शुरू होने के बाद जिले के एक सौ से अधिक ग्रामीण एरिया के लोगों को बस सेवा का लाभ मिलेगा, लेकिन शुरू में यह सेवा केवल पचास गांवों लिए जारी की जाएगी।
जानकारी के अनुसार इसी वर्ष जून में राज्य सरकार ने ग्रामीण एरिया में रहने वाले लोगों की सुविधाओं को देखते हुए मिड्डी बस सेवा शुरू करने का फैसला किया था। इसके लिए सभी डिपो को अपने रिवाइज बसों की रिक्वायरमेंट भेजने के लिए कहा गया था। पठानकोट डिपो ने छह बसों की रिक्वायरमेंट भेजी थी जिसमें से दो मिल गई हैं और दो अगले सप्ताह पहुंच जाएंगी। शेष रहती दो बसें भी इसी माह के अंत तक डिपो में शामिल हो जाएंगी। स्थानीय डिपो अधिकारियों की ओर से तैयार किए गए प्लान के अनुसार पठानकोट बस स्टेंड से यह बसें एक दिन में जिले के विभिन्न गांवों में कुल 36 बार अप-डाउन करेंगी। उन्होंने कहा कि पहले चरण में यह प्रयोग सफल रहा तो यह सर्विस बड़े स्तर पर बढ़ाई जाएगी। इस योजना को रात के वक्त भी चलाए जाने का विचार है, परंतु यह तभी संभव होगा अगर उसकी डिमांड रहेगी।
इन रूट पर शुरू होगी रोडवेज की मिड्डी बस सेवा
पंजाब रोडवेज पठानकोट डिपो की ओर से जिला के तीनों विधान सभा एरिया के गांवों को पठानकोट से जोड़ने के उद्देश्य से छह रूट अप्लाई किए गए थे। अप्लाई किए गए रूट में से तीन बंद पड़े पुराने रूट थे, जबकि तीन नए रूट अप्लाई किए गए थे। विभागीय सूत्रों की माने तो जो दो नई बसें मिली हैं उन्हें पठानकोट-सुलतानपुर भोआ, पठानकोट-मीरथल काठगढ़ घियाला, तीसरी बस को पठानकोट नारायणपुर, चक्की हरियाल से हाड़ा तथा चौथी बस को पठानकोट से बसोहली वाया दुनेरा, लैहरून रूट पर चलाने की योजना तैयार की जा रही है। बाकी तीन रूट तो लगभग तैयार हैं, परंतु बसोहली वाले रूट पर अभी अधिकारी पक्का डिसाइड नहीं कर पाए हैं। इस पर फैसला अभी पें¨डग हैं।
बसों पर लिखा है पेंडू बस सर्विस
रोडवेज अधिकारियों ने कहा कि ग्रामीण एरिया में चलने वाली बसें किलोमीटर योजना के तहत चलाई जाएंगी। इस लिए इनका प्राइवेट बसों की तुलना पीला रंग दिया गया है। इतना ही नहीं ग्रामीण एरिया में रहने वाले लोगों सरकारी बस सेवा का पता चल सके इस लिए बड़े अक्षरों में अपनी मातृ भाषा में पेंडू बस सर्विस बसों पर लिखने का काम पूरा कर लिया गया है।
पनबस के पूर्व अध्यक्ष ने फैसले को सराहा
पंजाब रोडवेज पनबस वर्कर यूनियन के पूर्व अध्यक्ष दविन्द्र तरनाच ने सरकार की ओर से ग्रामीण एरिया में बस सेवा शुरू करने के फैसले को सराहनीय बताया है। उन्होंने कहा कि रोडवेज की बस सेवा शुरू होने के बाद ग्रामीण एरिया के लोगों का काफी समय बचेगा। हालांकि सरकार की तुलना प्राइवेट बसों की सर्विस काफी है, लेकिन प्राइवेट बस चालक अपनी मर्जी से चलते हैं और जहां दिल किया ब्रेक लगा देते हैं। अगर कोई सवारी उन्हें जल्दी चलने के लिए कहते हैं तो वह लोग उन्हें भुरा भला कहने से भी गुरेज नहीं करते।
उधर, पंजाब रोडवेज पठानकोट डिपो के जनरल मैनेजर सरदार मक्खन ¨सह ने कहा कि दो बसें आज डिपो में पहुंच गई हैं और दो अगले हफ्ते पहुंच जाएंगी। बसों की आरसी बनाने के साथ-साथ इन्हें किस रूट पर चलाना है सारा तैयार किया जा रहा है। उम्मीद है कि मंगलवार तक यह बसें ग्रामीण एरिया के लिए शुरू हो जाएंगी।

नगर निगम पठानकोट का सर्जिकल स्ट्राइक गलत जानकारी देकर लाभ लेने वाले उपभोक्ताओं पर

नगर निगम पठानकोट का सर्जिकल स्ट्राइक गलत जानकारी देकर लाभ लेने वाले उपभोक्ताओं पर जारी है। नगर निगम ने नवम्बर 10 से 23 तक अभियान चलाकर गलत जानकारी देकर लाभ उठा रहे तीन लोगों को नोटिस जारी किए हैं। बिना कनेक्शन के पानी की सुविधा ले रहे दो उपभोक्ताओं से 19 हजार का जुर्माना भी वसूला है। निगम प्रशासन ने आने वाले दिनों में गैरकानूनी कनेक्शन धारकों व गलत सूचना देकर लाभ उठा रहे लोगों को चेक करने के लिए 12 टीमें गठित करेगी। इसी महीने निगम की हाउस मी¨टग में मंजूरी मिलने के बाद ठेकेदारी प्रथा के तहत नई भर्ती कर चे¨कग का काम शुरू कर देगी। इस बात की पुष्टि सीवरेज एवं वॉटर सप्लाई ¨वग के इंचार्ज इंस्पेक्टर अश्वनी शर्मा ने की।
जानकारी के अनुसार पठानकोट नगर निगम की कुल 2.84 लाख आबादी में से शहर की 1.85 लाख आबादी है। निगम केवल शहरी आबादी वाले उपभोक्ताओं से ही पानी व सीवरेज बिलों की सीधे तौर पर वसूली कर रहा है। शहर में कुल 27 हजार उपभोक्ता हैं जिसमें से 19 हजार उपभोक्ताओं को सरकार के नियमों से छूट मिली हुई है यानि की 27 हजार उपभोक्ताओं में मात्र 8600 उपभोक्ता ही पानी व सीवरेज का बिल भरते हैं। राज्य सरकार की ओर से शहरी आबादी में 5 मरले से कम जगह वाले मकानों को पिछले 10 साल से सीवरेज व पानी बिलों में छूट दे रखी है।
इसलिए करवाना पड़ा सर्वे
निगम की वॉटर सप्लाई एवं सीवरेज विभाग के सूत्रों का कहना है कि दो माह पहले निगम ने जब गैरकानूनी कनेक्शन धारकों की पहचान करने का काम शुरू किया था तो एक व्यकित ऐसा पाया गया जिसने हलफनामे में तो अपना प्लॉट पांच मरले बताया था लेकिन चे¨कग करने पर वह छह मरले पाया गया। इसके बाद उक्त उपभोक्ता को जुर्माना किया गया और सिक्योरिटी व जुर्माना भरने के बाद ही उसका दोबारा कनेक्शन शुरू किया गया। सूत्रों का कहना है कि पहले पठानकोट नगर कौंसिल हुआ करता था और स्टाफ भी कम होता था जिस कारण चेक करने का काम फाइलों तक ही सीमित रहता था। अब चूंकि पठानकोट नगर निगम बन चुका है और स्टाफ भी लगभग पूरा है ऐसे में चेक करने का काम यकीनी बनाना जरूरी है।
गैरकानूनी को कानूनी करवाने पर यह होगी फीस
निगम के वाटर सप्लाई एवं सीवरेज ¨वग के अधिकारियों का कहना है कि पांच मरले तक के उपभोक्ताओं को सरकार की ओर से बिल में छूट है लेकिन, यदि कोईं गैरकानूनी कनेक्शन धारक है तो उसे भी 2 हजार रुपये सिक्योरिटी के रूप में देना पड़ेगा। रोड क¨टग यदि होती है तो उसका चार्ज अलग से रहेगा। कॉमर्शियल उपभोक्ता को लीगल करवाने पर 6 हजार रुपये सिक्योरिटी व रोड क¨टग की अलग से फीस देनी पड़ेगी।
नगर निगम की वाटर-सप्लाई एवं सीवरेज टैक्स ब्रांच के इंस्पेक्टर अश्वनी शर्मा ने कहा कि राज्य सरकार की ओर से जारी नोटिफिकेशन के मुताबिक शहरी आबादी में नए मरलों (225 स्क्वायर फीट मरला और कुल 1125 स्क्वायर फीट वाले प्लॉट) में रहने वाले केवल उपभोक्ताओं को ही इसमें छूट है। पांच मरले वाला उपभोक्ता पुराने मरलों (275 स्क्वायर फीट वाले प्लॉट) धारक को इस सुविधा का लाभ नहीं है।
दूसरे फेज में कहां हुई चेकिंग
दूसरे फेज में की गई चे¨कग के दौरान मोहल्ला ओहरिया, गांधी नगर व घरथौली मोहल्ला में गलत जानकारी देकर लाभ उठा रहे व्यक्ति पर कार्रवाई की है। जबकि, सैली रोड व रोज एवेन्यू में बिना कनेक्शन के वाटर सप्लाई का इस्तेमाल कर रहे दो धारकों से 19 हजार का जुर्माना वसूलने के बाद उन्हें अपना कनेक्शन लीगल करवाने के लिए कहा है।
